Meaning
A ZUGFeRD invoice must be PDF/A-3 (level a, b or u) or PDF/A-4f; only these allow an embedded XML file. invowerk checks this with veraPDF. Between two German parties with a valid XML file it is only a warning (BR-FX-DE-03).
Possible causes
- The invoicing software writes an ordinary PDF instead of a PDF/A-3.
- The PDF was edited with another program after it was created.
- The PDF/A marker in the XMP metadata is missing or does not match the content (pdfaid:part).
How to fix it
- In your invoicing software, set the output to ZUGFeRD or Factur-X and do not edit the PDF afterwards.
- Write PDF/A-3 (a, b or u) or PDF/A-4f and set pdfaid:part and pdfaid:conformance in the XMP to match.
