Spain e-invoicing mandate: Crea y Crece and the timeline

Spain is preparing mandatory B2B e-invoicing under the Crea y Crece law. The exact start date still depended on a final Ministerial Order at the time of writing, so this page reflects the planned but not yet definitively fixed position.

Planned timeline

Following Real Decreto 238/2026 (published March 2026) and the draft Ministerial Order, the obligation is planned to be phased by turnover: large companies with annual turnover above EUR 8m expected from October 2027, and all other businesses and self-employed from October 2028. Separately, Veri*Factu governs certified invoicing-software requirements; its deadlines were recently postponed.

Format and model

The system is expected to build on EN 16931; the final format and syntax requirements are expected with the Ministerial Order. By 2035 Spain must align its system with the ViDA rules. Given the open points, this page deliberately sticks to the established scaffold and will be updated when the mandate takes effect.
